Ex-ante evaluation provides an analysis of the current, i.e. initial situation of the programme area and project consortium prior the implementation of foreseen project activities. Evaluation defines and records indexes of cooperation between the project partners and indexes of cooperation between the project partners and project stakeholders (i.e. target groups). In addition, the evaluation provides an overview of project indicators, assessment of the inclusion of target groups and addressing of horizontal principles.
When appropriate and feasible, the evaluation provides recommendations for project implementation. In this (ex-ante) phase of the evaluation, we can only present the planned contribution of the project, as the outputs and therefore contribution to the result indicators is still yet to be achieved. Achieved values of the indicators with adequate argumentation will be presented in the ex-post evaluation report which will be available in the last phase of the project life cycle.
